The 2018 UP³ to Space International Symposium will be held on November 6–9, 2018, in Taiwan. The 2018 UP³ to Space will consist of a three-day program, including two full days of academic sessions, a technical (cultural) tour in the afternoon on the second day and the UP³ Networking Banquet in the evening.
The 2018 UP³ to Space will also invite international and Taiwanese figures as symposium keynote speakers to share their all new research outcomes and business insights to meet the symposium focuses of this year. With an expanded program, the 2018 UP³ to Space includes the following topics: 1. Space technology, applications and services, 2. Taiwan and Global Space Governance, 3. Incubating Taiwan's Space Tech SMEs toward the Global Space Economy.
1.SPACE TECHNOLOGY, APPLICATIONS AND SERVICES
As space technological and applications research are increasingly recommended to develop their end-utilities toward large societal benefits, the Space Technology, Applications and Services session of the UP³ to Space International Symposium will be dedicated, in line with the research focuses promoted by Taiwan’s national space S&T programs, to:
- a) Satellite systems and sub-systems technologies and applications.
- b) Satellite remote sensing technology and applications.
- c) Sounding rocket technology, applications and expanded services.
- d) CubeSat technology and applications.
- e) Space plasma research, applications and data sharing cooperation.
- f) Societal Applications of space technologies.
- g) Space Exploration Technologies.
2.TAIWAN & GLOBAL SPACE GOVERNANCE
Taiwan nowadays possesses and operates its own space assets and enjoys numerous space tech application services. Nevertheless, as a non-UN nation, Taiwan has been excluded from the equal right to have free access to the public goods of satellite orbital slots and satellite frequency spectrum attributed by the UN Specialized Agency-International Communication Union (ITU). The country is also lacking the chance to fulfill its duty as a part of the global space community, e.g. to be part of the International Space Debris Mitigation Guidelines (IADC), to contribute its efforts to the global space safety governance missions, e.g. space debris mitigation and space awareness capabilities building. Such broadened space security issues effectively concern Taiwan’s satellite constellation, its operation and its extended applications for its people’s daily lives. Therefore, Taiwan’s space community and the international space community need to be more aware of the relevance between Taiwan’s space capability building and the global governance on space activities. To this regard, the Space Policy and Governance session of the UP³ to Space International Symposium will put forward the relevance between Taiwan national space policy and global space safety governance issue studies.The focused areas are:
- a) Taiwan’s Sustainable National Space Policy.
- b) Taiwan and Global Space Governance.
- c) Taiwan’s Space Capabilities Building and International Politics.
3.INCUBATING TAIWAN'S SPACE TECH SMEs TOWARD THE GLOBAL SPACE ECONOMY
According to the NCKU Space 2017 report, the proactive breakthrough force of the small and medium size enterprises (SMEs) is recommended as the front runner to develop a national space industrial ecosystem in many liberal countries. The SME-led industrial and business development model was also recommended in the case of Taiwan’s future space industrial development and space economic activities growth. To this, the endeavor of the UP³ to Space International Symposium also aims at organizing facilitating activities to incubate start-up and spin-off companies by creating links between academia, public authorities, and private sectors. Social inclusive activities, such as a pedagogical event to stimulate people’s awareness about the relevance and importance of space tech applications and services and peoples’ daily lives, will likely/probably be organized if funding supports are available.

- e) Pedagogical event for Public Awareness on Space and Citizens: Exhibition.
